No, this is not a duplicate charge. Listing trash as a separate line item simply corrects the billing structure so that trash is billed accurately and fairly per household.
No, historically trash has not been properly accounted for in the dues, which has contributed to underfunding of the Association in the past.
Yes! Willow Forest residents can use Spectrum’s payment plan with no additional fees.
No. The Board is authorized under the DCCRs (ARTICLE VI – Covenant for Maintenance Assessments, Section 1: Creation of the Lien and Personal Obligation of Assessments, found on page 6, in section 1, or pages 5–6, in section 2) to set and adjust assessments for community services. So, a membership vote is not required.
No. A special assessment is a one-time or emergency charge in addition to regular dues. The trash line item is part of the regular assessment already authorized by the DCCRs, making it a routine operating expense, not a special assessment.
No. Homeowners cannot pay for individual trash service. Dowdell PUD uses Texas Pride, which the Association has used in the past but does not have a positive relationship with our neighborhood.
Trash service will not be suspended. However, nonpayment will follow the standard HOA collection process, including notices, a 209 notice, referral to the Association’s attorney, and the potential for a lien on the property.
Public Road Parking or Boat Violations
For the public roads in Willow Forest, please report boats or parking infractions to the Harris County Constable Precinct 4 at 281-376-3472. When calling, provide the street name, nearest address, and a brief description of the issue (for example, “Boat parked on street for several days” or “Two cars double parking.”
Harris County Leash Laws
Residents, please be advised that Harris County does have a leash law that states "All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County". The leash law and additional information can be found by clicking here.
Trash Pickup
Trash pickup days are Monday and Thursday, place cans at curb the night prior to ensure your trash is picked up.
Report A Street Light Outage
To report a street light outage click here (https://slo.centerpointenergy.com/). You will need the pole number which can be located on the pole of the street light that is out and the address of the street light pole. Centerpoint will generally repair the street light outage within 24-48 hours.

Willow Forest Development Phases
Willow Forest is comprised of two phases as designed by the original developer.
Phase I - started in 1976 and was completed in 1983. Phase I spans from the front of the neighborhood (Kuykendahl) to August Leaf. If your home falls between these boundaries, your deed restriction papers are under Phase I. All others are Phase II.
